California does offer what they call a one trip permit. I am not sure what their official position on its use is but in August we drove a van from Berkeley, CA, home to Anchorage, AK using one. It got us through both Canadian and U.S. customs in a vehicle with expired plates. If I recall correctly the permit costs $10.00, the PO got it for us so I am not sure on this. The California Dept. of Motor Vehicles website is www.dmv.ca.gov/, somewhere on the site is a phone number that actually works to contact them, though it takes several tries as it is usually busy.
