Check the belt condition. If that is OK, check the belt tension. If that's OK, press a paraffin block to the pully side of the belt for a few seconds with the engine running. Watch your hands.

The paraffin can be used to lube the seat tracks as well.

I never found a single belt lube that was worth it's salt, except the parafin block, and that was a trick taught me by an old time aircraft mechanic.
