Sounds like worn brushes on the alternator -- they're part of the
regulator.   I'm *assuming* that you mean you get ALT/EGR with key on, then
they go out with engine running, correct?  If you're getting no lights with
key on, then the described collection of data seem to fight with themselves...

That's how it should be.  When the alternator starts charging, it will put
out +12 on that line and shut the light off.
