Your steering lock must be broken. No, not all steering wheels are universal. As a matter of fact the opposite is true. Few (factory) steering wheels are universal. Aftermarket wheels made by the likes of Momo, Nardi, Grant, etc., just to name a few can be called "universal" I suppose since hub adapters are available to put them on various different vehicles.
