It is taxed differently at least in Italy. Lower taxes. There were near where I lived a number of black market propane stations. Don't know why they were allowed to exist though... Nobody selling black market gasoline that a knew of though there were plenty of US Service people working a black market routine to get cash from their gas coupons to help their thin, thin budget.
