Your steering lock must be broken. No, not all steering wheels are universal. As a matter of fact the opposite is true. Few (factory) steering wheels are universal. Aftermarket wheels made by the likes of Momo, Nardi, Grant, etc., just to name a few can be called "universal" I suppose since hub adapters are available to put them on various different vehicles. You can mount some VW wheels to the Vanagons. Go here to see how one is installed from a GTI:
