How are you holding the engine from turning? I use a fitting that holds the crankshaft tightly, and then a 3/4" breaker bar with about four feet of pipe. Works consistently.

If you cannot hold the crankshaft tightly, you significantly weaken the force you are actually applying to the bolt.
