Propane GAS/VAPOUR will always escape when you open the valve, no matter how much/little gas is in the tank.  The purpose of the valve is to ensure the tank is not overfilled, indicated by LIQUID propane escaping from the valve.  During filling, the fill process should be stopped once liquid propane begins to escape (if not before), and the liquid propane should be allowed to escape, then the valve should be closed.
