That's your timing belt cover. I can't think of any reason why removing the plug would make the engine run better; this is just a protective cover, it doesn't seal or anything.

It's held on with a couple obvious bolts to the right side of the head and injector pump bracket, a less obvious bolt to the left side of the head, and a bolt down in front of the coolant overflow tank that's not obvious at all. ;) Be careful with that last one, it's easy to cross thread. Been there, done that, and I curse at it every time I have to put the cover back on. :P

The two sensors on the front of the motor are oil pressure (on the head) and water temperature (on the heater hose nipple.) There's also a temperature sender for the glow plug system in the radiator hose nipple that comes off the right side of the head.

(When I say 'front of the motor', by the way, I mean the end that points towards the front of the van, not the end that's pointing towards you when you're standing there. As Muir used to say, 'Front is Front'.)
