Not really. The idle stabilizer attempts to maintain 850 to 900 rpm by
changing the timing. This is why it must be by-passed to correctly set the
timing.

Your statement is incorrect. Adjusting the timing
affects your idle, but the idle is not controlled by
the timing.
I run my 84 at 5 BTDC, passes emissions easily. You
have a problemm somewhere else.
