Pete,

Start by checking the short, heavy braided conductor between the solenoid and the starter motor proper. If that is OK, check the ignition switch, but replace it even if it seems all right. If it does it after that, clean all the connections in the low amperage circuit of the starter and check the wiring for any intermittent opens. If it still does it, install a heavy grounding bond (jumper) between one of the mounting bolts on the starter to the chassis. Only after all of the above would I pull the starter.

These intermittent no start problems with a Vanagon can be tough to diagnose, that is why I said to change the ignition switch regardless of what a continuity check shows.
