I don't see any reason why a fuel rail should make any difference.

The fuelrail used on my Tiico has no electrical hookups. That is >DIFFERENT< than the fuelrail used on my 5 cylinder. The fuelrail I'm using on my Tiico just does away with the individual fuels lines to each cylinder. Each injector is still controlled separately with its own set of wires to it.

On my 5 cylinder engine, the fuelrail gets the electrical signal and distributes it to the injectors.

Again, for CARB approval its entirely possible that Tiico is selling a different ECU.
