It is.  We used to ship our new gas tanks via US Mail because UPS
sometimes dents them in transit. But one time a "by the book" postal
employee took out the measuring tape and determined that it was
literally a couple of inches above their maximum allowable size. I don't
know what the post office's maximum size limit is to Canada, but it's a
safe bet that it's either the same as for packages shipping within the
U.S. or, more likely, lower; but certainly not higher.
