Blip the throttle very quickly. If that causes the engine to settle down, check for a sticking throttle plate or throttle cable. Also, sometimes a hanging throttle can be dragged down by slowly releasing the clutch with the car in gear while applying the brakes.

If that is kosher, try running without the idle stabilizer controller signal conductor disconnected. If it idles all right under that condition, check the idle stabilizer controller and its attendant wiring.

The idle stabilizer valve could be defective, but in my experience, the possibility of that is more remote than the other causes.
