I just replaced my fuel pressure regulator yesterday on my 84 1.9l and found
almost exactly the same thing.  My previous regulator died & the pressure
went so high it eventually blew off a line at the firewall.  Put the new one
in & it reads 32-33/39.  Runs fairly normal (a little rough idle when cold)
but smooths out when I disconnect the vacuum line to the regulator & the
pressure jumps to 39.  I kind of figured being off by +3 lbs was probably
due to tester inaccuracy, but now I see it may not be.  At least now I can
troubleshoot the rough idle problem without thinking its the regulator.
