There is one more cheap way for a few bucks more. Upgrade the main bulbs to 9004 Hella Halogen 100/80w and the inner bulbs to Hella Halogen 100w. You do need to install the relay kit and change the fuse on the high beam circuit to 15A. See my Vanagon Headlamp Relay Upgrade webpage for complete details.
