The ECU is supposed to turn on the fuel pump relay for a few seconds every time you turn on the key. If it is not, then there is a fairly short list of things it could be since you have +12 at the coil terminal with black wires. First, jumper between pins 87 and 30 of the fuel pump relay socket. If the pump now runs, this proves it can and that the problem is not the pump or it's wiring. Second, is the ECU getting +12 volts to it's pin 14 and does the ECU have a good ground at it's pin 13. Do not skip these tests! Third, if the above all test ok, REPLACE the ECU. There are a couple more wiring checks you could do but the ECU is more likely. The 2.1 ECU lives under the back seat. Hit a sharp knock or 2 a try to start again. These things get intermittent connection problems inside as well as components that go bad.
