Sure, even the earlier VW Vans had the master cylinder under the floor for about 30 years. Having owned many of those models I'd rather not go back to those days. The Vanagon setup is much to be prefered IMHO.

With the spare tire mounted down there, the radiator fan needing space, the Syncro front drive stuff planned for, there just was not a lot of room left for the brake booster in any case.
