No need to get underneath! Reach behind that plastic cover over the instrument cluster. There are two depressions on the back side for your fingers. Tug upwards; the whole cover will unsnap, and you'll be able to remove it. The brake fluid reservoir will be under there. This is also how you change the instrument cluster bulbs.

To answer your next question, the windshield washer fluid filler is accessed by pulling back the edge of the carpet next to the driver's side door. ;)
