It is, however, illegal to steal that access. Nationwide, the percentage of publicly open and subscriber systems is close to zip when compared to private ones that are foolishly left wide open. I may be making the wrong assumption, but the original post on this was at least hinting about stealing access, since it mentioned "getting out of there" after using it.

Yes, there are a few isolated spots on the coasts that have freenets, and they are talking about a coast to coast one, but I've seen very little progress.
