I have a Vanagon brochure for the 1989 Model and it specifically lists California Emissions as an avaialble option--not standard. My 1983 Westfalia is not equipped with CA emissions as it was originally sold by a dealer in Nevada. I'm not sure what parts are different between a "regular" Vanagon and one with CA emissions. For my 1983 Vanagon the one time I remember it coming up was when I purchased a catalytic converter and two models were available: one for CA emissions vehicles and one for non CA emissions.
