Because it's rusted !  You need to soak  it with a good penetrating oil for a
few days.  Then heat it and use a  four foot cheater bar on the end of your
3/4 drive socket wrench bar with a  weighty person at the very end with the
wheel blocked, parking brake on full  tilt.  It will come off, I've had ones that
took some persuasion but they  will come off.  Use liberal amounts of
anti-seize on the threads and nut  which have been cleaned thoroughly and remove and
re-torque that nut at least  once a year.
