Around here, the cops will not do anything if the accident is on private property, however, so I'd call my insurance company and sick THEM on him. Either that, or take him directly to court.

When I lived in Richmond, VA almost all the parking was on-street and 'parking by feel' was common. I was always amazed at the number of $$$ cars w/ scrapes all over their bumpers. Friends who learned to drive that way just don't think its wrong to bump someone in a parking lot :(
