Warren,
I've not found a really good way to set the timing either. What I did is
set the maximum advance timing to 40 deg with everything connected.
The 40 deg is the 35 deg BTDC + the Bentley spec of 5 deg BTDC.
I have one of those advance timing guns, I set it to 40 deg and then
adjust the distributor until the center of the TDC flat (the sort of U
shaped one, not the V notch) on the crank pulley lines up with the part in
the crank case. I rev the engine before I check the timing, at a certain
point (maybe 4000 rpm) the timing advances no more and I look at the TDC
flat. You have to sort of rev the engine up to get it to the max advance.
Here is the ignition map (not my web site):

VW timing procedure:

It has good power like this and just passed CA smog.
If I try to set it at idle it bounces around too much to get a good
reading - if you look at the advance curve you will see why. If I set it
per Bentley with the temp 2 sensor unplugged it runs like a dog; too
retarded.
