YES they are.... Bentley tells us to replace them, do not re-use. When I bought my pads recently (within the last 30 days) and did my change out, there was a little bag with two new bolts. I tossed the old ones and used the new ones per instructions in Bentley. Now, I'm sure that some people have re-used them without any problems, but I'm not one to take a chance in this area.
