Forget this idea.    Rough the surface with sand paper. Epoxy, closed,
the hole..  Then cut a small piece of rubber, like from an inner
tube,  to fit over the epoxy.
Wrap a hose clamp around the pipe to hold the rubber patch in place.
  This is a mouser fix but it works.
     The best you can do is find a glue that will stick to the
plastic.  I have not had any luck with this.
