3M makes a device that chucks up in a 1/4 or 3/8" drill called a " decal
and auto body pin stripe remover tool" or something like that.  As George
has said, any auto body supply house or large marine supply house should
sell this item.  It comes in a 4" and 6" diameter.  I think one size
tolerates higher RPM's but don't remember which one.  They run about $13
and that includes the Roloc adapter for the drill.  The system works like a
buffer with maybe 12-15 rally thin floppy plastic discs that combined
together are maybe 1/2-5/8" thick, and you allow their surface to rub on
the offensive decal or pin striping.  I've not personally used this tool
for the pin striping application, but it is a miracle tool for removing old
contact cement from plastic and vinyl surfaces such as the inside of ABS
and polyethylene whitewater canoes and kayaks.  Excessive pressure can burn
through the vinyl layer of an ABS canoe, but you really have to grind on it
to do so.  Keep the tool moving so one area doesn't get too hot and you
should be okay.  Good luck with the removal
