I have heard this said many times before and I think it is an Urban Myth of sorts. After all, a person can be find by the cops for even littering on private property.

Years ago, I witnessed a guy running his car back and forth along the side of the car next to him in his effort to get out of a spot in a parking lot. The driver didn't know I was watching and when he got out to leave a note, my gut told me something was queer, so I noted his license plate number. After he pulled out, I went to view the carnage. The parked car was sideswiped but good and, of course, the note was a just blank piece of paper.

I reported the information to security and by the time I got back to my place, there were two state bulls waiting to interview me. It seems the hit-and-run artist was really on the run.
