That's odd.  I didn't have that problem on my '82.  (I did have it on my
'75 bus, but on that one the wood support in the front of the poptop was
badly warped.)  When first installed there was a small gap, maybe a
quarter inch, but eventually the seal settled down a bit.

My solution on the '75, which might work for you, was to buy some of the
thick foam self-stick weatherstripping they sell for putting around air
conditioners, and stick it to the sealing surface on top of the luggage
rack.  It really cut down on the wind noise and the ballooning of the
canvas.
