Chris, I'm taking the luggage rack off my Volvo soon.  Lots of dull,
pitted, chrome bars of various shapes and sizes.  Maybe you can fabricate
your own jailbars out of that.  Seeing as the nice new jail bars are $199,
I think $99 would be fair for this do-it-yourself kit.  It's a $100
savings! ;>
