It is unlikely the filter is defective, but assuming the pump is not failing, the buzzing is probably caused by the inlet being restricted. There is a screen in the tank. This screen is probably clogged with dirt and rust. It can not be serviced so plan on a future tank replacement. Continued operation this way can cause drivability problems and will eventually destroy the pump.
