the plexiglass is replaceable cheaply (www.theskylightguy.com) and the seals are available thru him or other vendors reasonably. the metal parts which you have are the hard/expensive parts to get. rusty? paint them. im sure there are plenty of listers who would love to have your rusty hinges, as its only surface rust and easily repaintable.
