Its a reuseable glide slide type tooling to drill new hole for the spring lock on the shift lever.

The sleeve has a pilot hole in the side of it where you run a drill bit to
dimple the shift lever for the new set screw location which is also moved up
3/4" by the spacer.  The spring retainer is reused and the set screw tht
holds it in place drives home on the new dimple you just drilled.
