Mike,

I digress, I mis-spoke when I said DMV. I did speak with the DMV but the conversations I spoke of were with representatives of the Bureau of Automotive Repair. I agree that the laws are a little vague and can be interpreted differently from one Ref to the other. The folks at BAR even said as much. I'm not professing to be an expert. I did my homework and didn't find anything that would suggest having problems getting my van cert changed from gas to diesel using a 2001 TDi engine with all the appropriate emissions equipment. I explained exactly what I was doing to BAR and they didn't see any problem with it. Wish me luck...

I used to work for CA DMV and this is what I was given to understand as well. In addition there are some referees who have passed such conversions and if you can find one, maybe by advertising on the list?, make sure you go to that one person.

The actual law is pretty vague so they can rule however they wish. You could beat a bad ruling if you had enough money or friends in high places but it's easier to go to the right person first.
