You can get high-pitched piezo "screamer" sirens from Radio Shack or other electronic suppliers that are very compact, very loud, and annoying as hell. These things will make you want to claw your ears off if set off in a small, enclosed space. The high-pitched sound is very directional, so try to aim them at something that will reflect noise instead of absorbing it. (Which is darn near any surface in a stock Vanagon.)

Or get the horns out of a Sedan DeVille and put 'em under the dash. ;)
