What year is it? The waterboxer type linkage can be reinstalled wrong at the tranny end. The plates that sandwich the shifter guide bushing can be bolted to either side of the ears that stick out of the tranny. If you put it on the wrong side of the ears then the range of travel is limited in one direction. This is a common error when putting the linkage back on the tranny. (Air-cooled and 82 diesels don't have this setup and thus can't be done wrong in this fashion.) With the tranny in neutral, look at the shift rod where it passes through the guide bushing. You should have equal amounts of wear showing on the rod on both sides of the bushing. If not, move the bushing mounting plates to the other side of the ears.
