The dampers do form a water tight seal against the metal, provided that they're properly installed. Keep in mind that the majority of vehicles on the road come with OEM dampers - although they're not installed throughout the vehicle.

Removal of the dampers is rare, but can be done if needed. It involves heat, some elbow grease, then a degreasing style product (even WD40) to remove the residue.

So, supposedly it's water tight. But, it doesn't sound like there's an special/easy way to remove the stuff.
