Hmmm, a compact fan that is waterproof and will move a lot of air.  How
about a water-cooled motorcycle radiator fan?  They need to be small (not
much room on a motorcycle) and they do move quite a bit of air.  See your
local motorcycle wrecker to find out what's available.
