Actually, that likely makes them legal from border right up to the north pole. In the Canadian arctic communities quads must outnumber cars 10 to 1, or more. It is quite amazing to go to a community event and see scores and scores of quads parked at the front door. And they don't park in neat lines either, its more of a "clumping" lot. Except in winter or course, when all you see are snowmobiles in town. And I didn't see one Vanagon. I wonder if my aircooled Westy would ever warmup on a -35C day?
