Jeff,
Idle problems like this are caused by the ECU compensating for
something else bad or out of adjustment. Start with checking the
timing, adjusting valves, checking for vacuum leaks. THese are
all basics that don't cost much. Then find another vanagon, and
swap one part at a time.
