Ken, This seems to be very common on ebay auto auctions, as well as vehicle sales in general.

We bought a new car on Saturday. I negotiated the price based on invoice price. The salesman was very honest and up front told us about the $99 documentation fee.

This is standard throughout the industry. $200 does seem quite high. Around here $100 is common on a new car and $45 or so for used.

I'm not defending the practice. I think they have a right to charge it, and you need to read the auction details carefully.
