Hi Ben,

You had better be careful on Ontario highways. Our "Highway Traffic Act" gives
the traffic on a highway on-ramp right-of-way over the traffic in the right
(slow) lane.

Merging traffic doesn't get right of way very often... but that is the way the
law would be enforced if an accident occurs.
