Yes, you are right. Unfortunately, the only "correct" method is to use a Registered Importer to go through the same process as if the vehicle were coming directly from Europe.

If this is the old "import into Canada, then into the USA as a Canadian vehicle", IT IS NOT LEGAL! As a matter of fact, it is a Federal criminal offence.

Just a warning, as I researched this thoroughly last year.

if it's importing vehicles legally, it's alot of legwork. I know of a way to get vehicles in the US, and technically it is legal, just a "grey" area. Helps to have friends in Canada, and a knowledge of Customs is a plus.
