Here in California driving schools we are taught to merge from an on ramp "at the speed of traffic." Makes sense as faster or slower will not work. The merging vehicle must adjust speed to merge with the existing traffic. Anything else is just suicide. The problems are the drivers who will not let you merge. I've been forced to move ahead on the shoulder more than once even though I had my signal lights on because behind the idiot who would not let me merge there was only bumper to bumper traffic.
