I agree with previous posts that it's those top vent hoses. I think you have to drop the tank to replace them. Ken at www.vanagian.com set me up with the repair kit including new fuel line and the plastic vents in the top that are on top of the tank. This is a routine repair on all busses after a time as th ehoses dry out. You have to get the bus pretty high off the ground to allow the support straps to be moved out of the way to remove the tank as I recall. It's not a huge job, but a bit of a PIA.

Gasoline burns and so fumes are not a good thing as you know. You can usually beat this problem temporarily by filling the tank only 3/4 full. The drag of this is you cruising range drops dramatically. But I had this problem during one cross country and back trip and I only filled the 3/4 or so and had no fumes to deal with. The drag was stopping all the time for gas and or cruising through South Dakota on pins and needles hoping the next station showed up soon.
