I've never had to deal with broken alternator mounting bolts but here are some considerations:

The tools you're talking about are called "Easy Outs".

I wouldn't attempt to drill into a bolt that's in an aluminum block without using a drill guide ... even a homemade one using hard metal so the drill bit won't wander. I'd start with a small hole (pilot hole) and enlarge it. If the bolts are slightly proud of the surface, I'd try grinding them flat to reduce wander.

I'm not a mechanic .... but I did stay at a Holiday Inn Express last night. ; )
