The best bang for the buck I've seen in a portable propane fired water
heater is the Zodi unit.  Lists for $129 but you can get demos and blems on
eBay for about $60.  Here's one:

Ummm....Larry! Propex already makes a wonderful compact water heater,
propane fired, and a second model with 110V electric option. Oh, less money
and less space lost. I'll be displaying it at Everybus. Anyone who is
