Thanks Gary.

In Ken Wilford's trouble shooting instructions (http://www.vanagain.com/How2fan.htm) he says that if you can get the fan to run on high and low speeds by jumping the contacts on the fan temp switch then you can assume that the wires and relays are ok. I have done this and both speeds work - are you suggesting that there might still be aproblem with the relay?
