Jeff, it is just that - a surfactant. A wetting agent. Similar stuff
found in laundry soap. Supposed to allow the water molecules closer to
the surface of the fibers/materials to loosen and flush away dirt. In
the vehicle it is supposed the allow water in the coolant closer contact
with the hot surfaces to pick upn the heat for transport to the
radiator. The principle has many industrial applications.
