Ian,

Properly aimed E-code lights will not blind other drivers more then DOT lights unless improperly aimed. The lens pattern is designed to avoid this problem. US laws regarding headlights languished for many years and is only now catching up to the rest of the world. For decades we have been driving with lights that were acceptable 40 - 50 years ago. E-code headlights will greatly improve your night visibility without impairing the other drivers as long as you aim them properly and don't go overboard on bulb wattage. All of my vehicles have upgraded lights, except the vanagon and it will get E-codes soon.

Mark in AK

Correctly installed upgraded headlights beat a 1200lb moose in the grill any day!
